The Minnesota Learning Innovations Council
The The Minnesota Learning Innovations Council is an advisory body to the iSeek Solutions Executive Board. It was created to review and approve education projects that keep Minnesota at the forefront of learning innovations. The vision and action plan will provide the foundation for meeting the digital learning needs in the K-20 learning environments by providing a strategic direction, promoting a collaborative model, and developing services to fulfill identified needs.
The Minnesota Learning Innovations Council is currently developing the following projects:
The Minnesota Digital Learning Plan - a strategic plan to keep Minnesota at the forefront of digital learning
SPEEDE - a statewide initiative to develop electronic transfer of transcript data
CAS (Course Applicability System) - allows students to shop the acceptability and applicability of their transfer credits among all participating education institutions
Technology Literacy Initiative - creates a standard of technology literacy for Minnesota teachers and students
Portfolio - integrates use of eFolio Minnesota and the University of Minnesota portfolio systems
Alcohol and College Life Initiative - a program that educates about alcohol use to college freshmen in Minnesota
e-Learning Summit for 2006 - a Minnesota statewide conference that will highlight best practices in e-learning
Academic Tools - project to enable sharing of academic tools (LibData and Assignment Calculator) that have been developed by the U of M to reduce the cost of developing similar tools by MnSCU
First Year Seminar for Parents - a project that will help parents support their children as they confront various issues in their freshman year at college
Gaming and Simulation Studies & Training Certificate Program - promotes development of a growing academic field of gaming and simulation studies
Accessing Rural Health via Interprofessional Education - an initiative that will improve career opportunities for prospective and current healthcare students in outstate Minnesota
Online College in High School - designed to increase opportunities for high school students to access and successfully complete college classes and earn concurrent credit
Leadership Minor - an initiative that promotes the discipline of building leadership skills
Teaching Archive - an initiative that develops a repository of shared intellectual property
CAS Request Import Interface & eTranscript Application - enables student MnCAS (Minnesota Course Applicability System) users to create a portfolio of previously taken coursework with a "Request Import" option. Additionally the project will allow colleges and universities within and among the Minnesota State Colleges and Universities and the University of Minnesota to exchange student requested transcripts electronically
The Minnesota Learning Innovations Council also supports education and student services innovation on ISEEK; promotes the use of electronic transfer of transcript data, based on the Speede MnTransfer model; supports collaboration between Minnesota electronic porfolio applications; and researches ways to offer online courses.

The iSeek Solutions Minnesota Learning Innovations Council has, as one of its primary objectives, the goal of keeping Minnesota on the cutting edge in the field of learning. The Council funds innovative educational projects through its grant program and invites proposals to be submitted using the criteria listed below. The Council especially encourages projects that serve to integrate or promote the Minnesota Digital Learning Plan.
All proposals to the Minnesota Learning Innovations Council should provide clear evidence that they meet the following principles:
- They have an educational focus.
- They serve a well-defined need in the state and have a potential statewide impact.
- Applicants are part of a partner organization. In addition, other agencies or organizations may apply if sponsored by a partnering organization.
- Two or more partner organizations or members of partner organizations must collaborate on the proposal.
- Specific deliverables that can be achieved within the requested budget are clearly defined.
Proposals will only be considered if they are submitted using the Project Proposal Form that has been approved by the Minnesota Learning Innovations Council.
