2019 COLLABORATION AWARD

Hospice On-Line Program

To address this challenge, a new on-line webform was developed that allows agencies to enter data online. This information is needed to ensure the Medical Examiner is aware of any preexisting conditions and diagnosis for a patient before being called out to perform field services.

CFAC – Child and Family Advocacy Center

A Child and Family Advocacy Center is a safe, neutral, and child-friendly place for children and adolescents who have experienced abuse, neglect, or who have witnessed a violent crime. The CFAC was established to provide children with a safe space to tell their story and to only have to tell it once. In the past, victims often would be interviewed by multiple agencies, at different times, in different locations. Thus, the individual would have to tell their story multiple times to different professionals. Our multidisciplinary team approach brings all relevant professionals (human services, mental health experts, medical professionals, victim advocates, prosecution, and law enforcement) to the CFAC at the same time. This allows the group to collaborate together as they watch the video of the interview at the same time.

Five cities join forces to automate and streamline the election judge hiring process.

A thought of “what if” sparked Burnsville Deputy City Clerk Megan Hamilton’s mind when she learned about a new feature in the City’s digital record-keeping program, Laserfiche. The software allowed for a paperless workflow to track forms, applications and testing online. “What if,” she thought, this could help simplify the cumbersome, paper-heavy process of assembling and training 250 to 350 election judges needed for Burnsville’s 17 voting precincts each election cycle?ion.

Interview Streamline Application

Once developed, the interview streamline application allowed not just basic functionality, but added features not available via a paper process. The Interview Streamline application includes features such as a function to add a job posting, applicants and applications, and interview dates and times. We can now also attach items personal to the applicant, such as a resume, for review by the panel. It also electronically invites panel members to an interview, the ability to enter customized questions for each position, and auto-calculates scores for each applicant. Additional features of the interview streamline application includes the status of the position posting in real-time.

Case Review

Washington County Community Services did not have a good systematic way to review cases within the Economic Assistance Unit.  After seeing a demonstration of SharePoint (SP) and Nintex by the Information Technology Department (IT) at a SP User Group meeting a couple of Community Services employees saw the potential for creating a solution for an electronic Case Review Process.  After receiving Nintex Forms training from IT, Community Services set out to create a SP list that would capture the data that they wanted to collect and report on. 

Electronic Licensing Inspection Checklist Information (ELICI) system

ELICI is a model for innovation; it has changed the way compliance monitoring is done for licensed programs. Not only are reviews more meaningful, they are more efficient. The potential for replicability in other state agencies is abundant as many state agencies have regulatory functions that monitor for compliance with statutes and rules.

Minnesota Cyber Institute

As Minnesota’s first and only simulator platform, MN Cyber Range is used to train and certify new IT and Cyber Security professionals through a world-class system and network threat simulation center where students are given the opportunity to repel live intrusion efforts created by instructors and respond to real-world threats that are occurring today.

Automatic Renewals

The primary goal of implanting automatic renewals was to improve the patron experience at Hennepin County Library. Since patrons were already permitted to renew items up to three times if there were no other patrons with active requests for the item, automating the renewal process is an improved service that simply saves the time and effort of manual renewals. Our library buildings continue to have plenty of materials on the shelf for patrons to browse and request, with collection availability percentage remaining the same post-automatic renewal implementation.

Online Homestead Application Washington County Information Technology

Customers wanted an electronic option for filing their homestead application. Even with multiple locations to file their applications taxpayers were still finding it difficult to file. Homestead applications were arriving with incomplete information, and staff were spending a good amount of time calling taxpayers or sending additional paperwork then waiting for a reply.

Sales Tax Rate Map Minnesota Department of Revenue

The Minnesota Department of Revenue’s Sales Tax Rate Map is an interactive tool that helps our customers find and calculate the state and local general sales and use tax rate for any location in Minnesota. The Minnesota Department of Revenue’s Sales Tax Rate Map is an interactive tool that helps our customers find and calculate the state and local general sales and use tax rate for any location in Minnesota. Prior to the map, customers used our Sales Tax Rate Calculator. The calculator requires customers to enter a 9-digit ZIP code to get an accurate tax rate. We learned that most customers do not know the 9-digit ZIP code of an address because they frequently called us about it.

It’s easy to write a nomination for a Minnesota technology leader David Andrews. Every day throughout his state government career, Dave has championed technology innovation, collaboration, and improvement of services.

As Terre Heiser retires, it is important to note his significant contribution to government IT in general, and to Minnesota in particular. Without Terre’s leadership and vision, many local Minnesota governments would have had slower deployment IT systems at a much higher cost. Without Terre, local government would struggle in managing its data and not have control over its own institutional fiber network. However, with Terre at the leadership helm, Roseville and over 40 local units of government are now perfectly positioned to deal with today’s technology needs and whatever the future may bring.

MN Cyber is Minnesota’s most cutting edge, military-grade cybersecurity training institute and has two primary components. Its academic arm teaches students technical, analysis and investigation skills to receive U.S. Department of Defense-approved certifications in system administration, networking or cybersecurity. The second component is a cyber range, a network simulator in which students can tackle real-world threat scenarios and even try to repel attacks staged by instructors. The cyber range is the only one of its kind in MN. It is rare to see such a resource anywhere in the academic realm.

In 2011, Kim was part of a small team at MDE working on redesigning our public-facing website. Before we got started, we learned about accessibility requirements that would be needed on our new site. In 2011, Kim was part of a small team at MDE working on redesigning our public-facing website. Before we got started, we learned about accessibility requirements that would be needed on our new site.  Within nine months, Kim became a state leader on website accessibility and we launched our site meeting most if not all, required standards. This work sparked a passion in her to ensure all Minnesotans were able to use our information in the same way, regardless of their disability or special technology needs.

Interoperability for Newborn Screening in Minnesota

The Newborn Screening (NBS) Program at the Minnesota Department of Health has been working toward utilizing health information technology for several years with its MNScreen system. Additional projects were then considered to achieve interoperability with submitters of newborn screening specimens.

Hennepin Waypoint

Hennepin Waypoint is a web-based mobile compliant application that provides easy access to services available to those experiencing homelessness or extreme financial hardships and as a resource tool for providers. App link: www.hennepin.us/waypoint.

Minnesota Housing Multifamily Customer Portal

This project involved centralizing program policy and procedure across four service lines in Direct Care and Treatment, developing an integrated policy website, format, and system of coordination, assimilating and replacing numerous legacy documents/information.

New Automated On-Call Judge Phone System

A joint team transformed a clunky process for after-hours arrest and warrant signing into a modern, integrated, tech-driven solution. The on-call phone system uses a table-driven phone book and calendar to connect the appropriate judge to an after-hours call request using a dedicated phone line.

CareerBot

CareerBot is a conversational chatbot (English & Spanish) CareerOneStop’s web pages that helps people quickly connect with employment resources through text. Users type queries about jobs, education, salaries, and so on. For example, they can search for jobs or search for educational programs.

Culvert Inventory Application Suite

Thousands of forgotten culverts keep hard rains from flooding our basements and damaging our roads and bridges. They can also stop fish and move invasive species and sediment. Now there is a way for everyone to collect culvert data in one place so it can be used to protect and improve our world.

Minnesota Housing Multifamily Customer Portal

Minnesota Housing has a complex annual Request for Proposal process that awards millions of dollars for affordable housing. By moving the application from a time-consuming and paper-heavy method to an online portal, we streamlined processes, increased efficiency, and improved customer service.

NexGen Mesonet Project

Hennepin West Mesonet is a public website that collects and analyzes Hennepin County Emergency Management weather and environmental data. Weather sensors throughout the county transmit near real-time data to the solution, which creates interactive maps, graphs, and emergency notifications.

Hennepin County Human Service Center QFlow Kiosk Project

Hennepin County deployed kiosks at Human Service Centers (HSC) to streamline the client check-in process. The system decreased the client check-in time and reduced the number of times clients need to tell their story. Client feedback has been overwhelmingly positive.

Volunteer Impact: Volunteer management software for DNR Volunteer Programs

Volunteer Impact is an online software used by DNR staff to recruit, schedule, communicate and track volunteers. Citizens access it by computer or mobile app to set up their own profile, apply for projects, and provide feedback on conservation impacts while assisting in managing our natural resources.

A Day in the Life of a Tax Return

One of the most common questions the Minnesota Department of Revenue is asked during tax season is “Where’s my refund?” To answer this, Revenue created “A Day in the Life of a Tax Return” video to show taxpayers what happens when returns are submitted and the processes that get them their refund.

The New Ulm Story of Service and SIP

The City of New Ulm faced a challenge when their local telco discontinued the Centrex service they used and didn’t offer SIP. New Ulm knew SIP would best deliver services at a lower cost. The city partnered with the telco and results yielded reliability, improved call quality, and stable costs.

Bruce has proved himself time and time again with his leadership and knowledge of what MNIT IT offers to Executive and non-Executive Agencies, with the services needed to keep the state of IT for all in MN, moving in the correct direction. He also has people management skills the seem to miss a lot of people. I have had the pleasure for working for him, as well as under his supervision.

I am nominating Al Fjerstad for his work on Mille Lacs County Technical Assistance Drive Testing. This is a project that the Minnesota Department of Public Safety Emergency Communication Networks (DPS-ECN) can request from Homeland Security. Mr. Fjerstad initiated the project and volunteered to have

David is a knowledge architect and semantic engineer doing pioneering work in emerging interdisciplinary borderlands, organizing chaotic information into systems of integrated policies and procedures that provide timely and effective decision guidance to others.

Libby Caulum

Libby Caulum, Director of Communications and Media Relations at the Minnesota Department of Revenue, never lets the message outweigh the audience. This is reflected in Revenue’s communication strategy: to cultivate positive relationships that result in a caring, transparent, and trusted department.

Bring GIS to K12

GIS is the 3rd leading job producer. It is imperative we provide spatial and critical thinking skills to our young people. This collaborative project between state agencies and local and regional GIS professionals is providing training, competition and GIS skills for use in the marketplace.

BuffCat

A new buffer law required a review of 500,000+ parcels with a consistent approach. BuffCAT is a valuable application of GIS technology created in cooperation with the end-users (local SWCDs) and used a prototype to help gather requirements, make design decisions, and get stakeholder buy-in.

Active Directory Federation

Hennepin County and certain courts within the Minnesota Judicial Branch desired to share certain non-public judicial branch data, specifically email addresses, calendar schedules, and work-status information, with Minnesota state government agencies through Active Directory Federation Services.

UI2

UI2 (Utility Infrastructure Integration); web application built by Hennepin County and launched in July of 2017. The project exemplifies government using technology to meet its business needs, reduce redundancy, save money and demonstrate the benefit of inter-agency partnering.

Aurora in the Cloud

MSRS moved its largest business application, Aurora, to the IBM cloud. At the forefront of cloud usage for MN government, this transition saves MSRS more than $1.1 million annually, reducing costs by more than 60% (the equivalent of 5.7% of the admin budget) while improving service and security.

HUD Resource

HUD Resource Locator (HRL) is an innovative collaboration between the U.S. Department of Housing and Urban Development and U.S. Department of Agriculture to provide federally subsidized housing information across the country.

MnSpin is a new online collection of Mn music curated by local experts. It features recent works from musicians of all genres who currently perform & are based in Mn. Music will be free to stream or download. Artists gain exposure & music lovers explore the rich diversity of the local scene.

DHS & MNIT Request

On June 22nd, the DHS Request Fulfillment team was notified that they would be moving to the Centennial Building and consolidating with the MNIT Enterprise Request Fulfillment team on June 30th.

Electronic Plan Review

Shakopee’s implementation of a customer-centric paperless electronic plan review process in a very short amount of time while overcoming many initial vendor software limitations. The implementation surpassed city and customer expectations leveraging IT resource expertise and department partnerships.

Lisa Wu, Manager at Carver, initiated a collaboration purchasing agreement with 7 agencies on volume purchase that resulted in a cost-saving of $273,975 in software licensing. 1000 public workers in seven counties get tools at an affordable price to improve their service delivery to their communities.

Lorraine Brady

Lorraine is an individual leader who has a passion for innovation and facilitating countywide Kaizen events. As an IT Project Manager, she started the Business Analyst/Project Manager (BA/PM) Group in 2015 and had BA/PM’s participate from 15 counties.
